Summary

Moderator Tomasz Brodzicki opened the debate with data on global debt and the question of whether debt and the deficit are the main problems of the Polish economy. Jakub Sawulski (PIE) argued that the rigid debt limit of 60% of GDP works procyclically, whereas fiscal rules should aim to be countercyclical. Ludwik Kotecki outlined the dilemmas of European fiscal policy, and Łukasz Czernicki (Ministry of Finance), speaking in a personal capacity, predicted a deeper revision of the EU rules within a decade. Transcripts of the presentations were published on the blog (January 2022).
